It seems to be some kind of French ‘voiture sans permis’, judinging by the size and the questionable finish. This seems to be the same model:

Yeah, light quadricycles are usually ~500 cc diesels, detuned to 4 kW output (about 5.4 HP).

Well, it’s LHD drive and says “diesel” above the fuel filler cap, so I’m going to assume it’s made in Europe, probably France. For a minute I thought I was getting somewhere with the Aixam 400, but it’s not one of those.

the door handle and trim are wrong as is the back window. I thought those tail lights extended the whole way up the back, but it looks like they’re just reflectors and the tail lights are just circles.

Definitely a VSP...they top out at 45-50kph and usually have 2-cyl Diesel engines.
